Normally it is not. It is one of the more treatable types of cancer. However, my wife died from thyroid cancer that went undetected and she developed metsatsis in several parts of her body including her brain. It was most likely the brain mets that caused her death, but root cause was thyroid cancer.

Critical? it can be fatal if that's what you mean. Luckily, a thyroid is something you can live without so it could be a highly treatable cancer. I personally know 2 people that survived it.

I am assuming you are referring to an insurance policy or early retirement policy? Most thyroid cancers are very curable, I am glad to say, despite this your policy may pay out. You would need to contact the company with details of your case.
